Non ci sono parole per esprimere l'indignazione nei confronti degli autori della mostruosa crudeltà compiuta ad Igalo (Herceg Novi), nei giardini dell'hotel "Institut Dr. Simo Milosevic" della quale è stato testimone un nostro connazionale, Emiliano Balsamo, recatosi in vacanza in Montenegro.
Un branco di quattro o cinque cani randagi si tratteneva solitamente nelle aiuole antistanti l'hotel e la loro presenza non sembrava suscitare particolari reazioni di disagio. Al contrario, il giorno venerdì 17 agosto verso le 9:30, il sig. Balsamo notava un cane bianco del branco procedere con andatura barcollante e con la bava alla bocca, classici sintomi di un avvelenamento. Immediatamente rientrava in hotel e manifestava l'intenzione di contattare un veterinario per soccorrere l'animale, ovviamente a proprie spese. Una persona dell'hotel assicurava che avrebbero provveduto loro stessi ma, alle insistenze del cliente, si vedeva costretta alla resa e dichiarava che la "politica locale è un po' brutale" ed il cane con l'intero branco erano stati avvelenati. Di fatto non è stato fornito alcun recapito telefonico per l'urgenza, è stato praticamente "impedito" al cliente di rivolgersi ad un veterinario cosicché il cane, in preda ad atroci dolori, decedeva poco dopo sotto gli sguardi smarriti e traumatizzati di passanti e turisti.
Tra l'altro, la carcassa di uno dei cani restava abbandonata nei giardini fino all'alba del giorno successivo, miseri resti a testimonianza dell'arretratezza culturale di un paese che pretende di chiamarsi civile e intende entrare a far parte della Comunità Europea.
Il signor Balsamo, oltre a vedere respinta la sua denuncia da parte della polizia locale, ha subito la minaccia di un rifiuto per la restituzione dei documenti, un chiaro tentativo di violenza psicologica. E' nostra ferma intenzione fare chiarezza sul significato dell'affermazione "la politica locale è un po' brutale", quale politica locale? quella prevista dall'amministrazione montenegrina o quella dell'hotel? L'amministrazione dell'hotel aveva l'obbligo di fornire il numero telefonico del veterinario e non doveva minacciare il cliente di mancata restituzione dei documenti, parimenti la polizia locale aveva il dovere di accettare la denuncia del sig. Balsamo. In un paese civile è un dovere dei cittadini denunciare e un obbligo dell'autorità giudiziaria recepire le denunce.
Nella legislazione italiana nessun organo di polizia giudiziaria può rifiutare un intervento pena l'omissione d'atti d'ufficio secondo l'articolo 328 del Codice Penale, vorremmo conoscere la normativa montenegrina in merito.
Pretendiamo che gli animali vengano protetti e non sterminati, che i colpevoli di questa barbarie vengano ricercati e perseguiti.
Sentiamo il dovere di denunciare questo atto di vigliaccheria, sarà nostra cura informare la stampa dell'accaduto inviando copia della presente lettera, producendo denuncia, foto e riprese in nostro possesso, impegnandoci altresì a sconsigliare a parenti ed amici la località di Igalo (Herceg Novi) come luogo di villeggiatura.

There are no words to express our indignation towards the authors of the monstrous cruelty committed in Igalo (Herceg Novi), in the flower beds close to the hotel “Institut Dr. Simo Milosevic”, of which was witness on of our compatriot, Emiliano Balsamo, in vacation in Montenegro. A group of about four or five stray dogs was usually to remain in the flower beds and their presence did not seem to provoke particular reactions of uneasiness. On the contrary, at 2007 August the 17th , around 09:30 am, Mr. Balsamo noticed a white dog of the group was slobbering from its mouth and trembling and tottering., classics symptoms of poisoning. Immediately he got back quickly to the Hotel willing to ask the permission to call for a veterinarian, on his charge, in order to take care of the dog. At the hotel, the person in charge, at the beginning told to the guest that the personnel itself would have taken care of , but to his insisting, she answered that “the local policy was a bit brutal” so that the dog and the other dogs of the group were already been poisoned. Infact it has not been supplied some telephone delivery for the urgency, has been practically “prevented” to call a veterinarian so that some minutes later the dog died, victim of the atrocious pains, in front of the shocked eyes of the passers-bye and the tourists. Also, the body of one of those dogs still laid in the gardens ,until the morning after, poor rests to testimony the cultural backwardness of a country that expects to call itself civil and it means to enter to make part of the European Community. Mr. Balsamo, beyond seeing rejected its denunciation from part of the local police, has endured the threat of a refusal for the restitution of his passport, a clear attempt of psychological violence. It is our firm intention to make clarity about the meaning of the affirmation “the local policy is a bit brutal”, which local policy? that one previewed from the Montenegrin administration or that one of the hotel? The hotel administration had the obligation to supply the veterinarian phone number and it did not have to threaten the guest of lacked restitution documents, equally the local police had the duty to accept the denunciation of Mr. Balsamo. In a civil country it is a duty of the citizens to denounce and obligate the judicial authority to accept the denunciations. In the Italian legislation no organ of judiciary police can refuse a participation second pain the omission of office actions article 328 of the Criminal code, would want to know the Montenegrin legislation hereof. We expect that the animals will be protected and will not be exterminate by you, than the guilty of these barbarisms come searches to you and you pursue yourself. We feel the duty to denounce this cowardly dead, we will take care to inform the press of what happened, sending copy of the present letter, producing denunciation, photo and resumptions in our hands, engaging us also tell all to our relatives and friends about the city of Igalo (Herceg Novi) and insist to abosultely not go there for vacations. “The largeness of a nation and its moral progress can be judged from the way in which the animals are treated” (Ghandi).
